NOTES FROM THE COUNCIL MEETING HELD ON 5 FEBRUARY 2007


VILLAGE AND GREEN MAINTENANCE

The Council considered the tenders received for the annual Village and Green Maintenance Contract and made decisions on the contract awards.  The Council also agreed to accept a revised quotation for essential repairs to the play equipment safety surfacing which, although by far the cheapest of three options considered, will still cost almost £1,500. 

 

The Council also agreed requests from the Parish Hall Committee for permission to use the Green for the annual Village Fete and “Jazz on the Green” events.  Having considered various representations received, the Council also decided that a dog show could be permitted this year as part of the fete, as a special one-off exception to the normal rule banning dogs from the Village Green, if the Fete Committee decide that they wish to reintroduce such a show.  

 

The Council considered a request from an adjoining landowner to grant a right of way over, or sell, a portion of the Cedar Close triangle.  The Council decided however that the triangle was an important area of open space which should not be prejudiced: the request will therefore be declined.

 

DOG FOULING

The Council continues to receive complaints about dog fouling.  In particular, there is one owner who has been observed regularly exercising a dog in Crooked Lane and making no attempt to remove deposited faeces.  Once again, the Council appeals for responsible behaviour from all dog owners.   It is also worth noting that Sedgemoor District Council is now consulting on a proposal to make a new Dog Control Order under the Clean Neighbourhoods and Environment Act which will make any owner who fails to remove faeces liable to a fixed penalty.    

 

PUBLIC PARTICIPATION PRIOR TO MEETINGS

The Council decided to adopt a new Standing Order which will apply a time limit of 3 minutes to any person wishing to address the Council during the public participation session which precedes each meeting.  Any person speaking on behalf of an organised group will have 5 minutes.  This is intended very much as a provision of last resort and it is not anticipated that the limit will have to be enforced on very many occasions.

 

PLANNING

The Parish Council and the Burnham and Highbridge Town Council have now jointly appointed a representative to prepare their Statement of Case for the forthcoming public inquiry into the appeal against the refusal of consent for the proposed Wind Farm at Inner Farm, Burnham, and subsequently to present evidence and appear on the two Councils’ behalf at the public inquiry.

The following planning applications were considered:

Land northwest of 6 Cedar Close: erection of bungalow [outline application]: to be opposed as over-development of the site, in front of the building line, and affecting the privacy of neighbouring dwellings.

Land to the South of Gifford House, Burton Row: variation of approved roofing material: no observations.

East View, Middle Street: erection of part two storey part single storey side extension, on site of double garage and workshop to be demolished: no objections to the principle of the development, but opposition to two bedroom windows with potential to overlook the adjoining property.

Coppers, Burton Row: single storey side enclosure of yard: no observations.

 

ANNUAL PARISH MEETING

The Council reminds all residents that the 2007 Annual Parish Meeting will be held on Monday 23 April in the Parish Hall, commencing at 8.15pm

 

Next Parish Council Meeting: Monday 5 March in the School 

Public Session 7.30pm, meetings commence as soon after 7.30pm as Public Session concludes
