NOTES FROM THE COUNCIL MEETINGS HELD ON 20 MARCH AND 3 APRIL 2006 HIGHWAYS
AND TRAFFIC SPEEDS The
Council agreed to request Sedgemoor District Council to replace, as a matter of
urgency, the dog waste bin located outside the School which had mysteriously
disappeared. It was also agreed to
approach Somerset Highways about the perceived need for additional edge marker
posts along parts of Burton Row and Network Rail about the remaining lengths of
damaged fencing on the railway bridge approaches. COMMUNITY
SPEEDWATCH GROUP Both
the Council and the members of the Community Speedwatch Group have recently
devoted a considerable amount of time and effort to trying to get permission to
erect Speedwatch warning signs on certain BT poles in order to reinforce the
message that the Group is active in the village.
It has not been possible to accept the
conditions stipulated by BT (because of the insurance implications) and
the alternative of enhancing the existing 30 mph reminder signs is now being
explored. The Council remains very
grateful to the Speedwatch Group for all they have done to try and reduce
traffic speeds through the village.
PUBLIC
TOILETS The
Council received an initial letter from Sedgemoor District Council advising that
the future of the public toilets was under review and asking if the Parish might
be interested in taking them over. In
reply, information on ongoing running and capital maintenance costs was sought
to enable the implications of such a proposal to be considered. The requested information has not as yet been provided
but a further letter arrived from Sedgemoor indicating that it was proposed to
close the toilets from next October. The
Council is continuing to press for the information sought.
PLANNING Shrub
Farm, Burton Row
: erection of bungalow (approval to
reserved matters): no
observations. The
Council also learned that the initial documentation for the application for the
proposed Wind Farm at Inner Farm, Burnham had been submitted to Sedgemoor
District Council. However,
additional information was required from the applicants before SDC could regard
the application as valid and send it out for consultation. It
is therefore perhaps opportune to mention that the Parish Council has decided
that, if at all possible, it will hold a special meeting to consider the
application in due course. Bearing
in mind the need to balance the interests of all those who may wish to address
the Council during the public session preceding that meeting, the Council has
also resolved that (a) only one speaker will be heard on behalf of any one
organised group (whether in favour of or opposed to the proposals) and that such
speakers will be subject to a time limit of 5 minutes; (b) that all individuals
who wish to address the Council will be subject to a time limit of 3 minutes;
and (c) that prior notice must be given by those who wish to speak.
(These limitations are similar to, but actually less onerous than, those
applied by Sedgemoor District Council Development Control Committee).
The arrangements for the meeting, and for notification of intention to
speak, will be publicised on the Parish Council Notice Boards as soon as the
