NOTES FROM THE MEETING HELD ON 18 OCTOBER 2004


VILLAGE GREEN

Arrangements were agreed for the replacement of the fence along the section of the green behind the slide and the swings.  The work will hopefully have been completed by the time these notes appear.  The chains and seats on all the swings have now been replaced, as the old ones were approaching the acceptable limit of safe wear.

 Sedgemoor District Council has also accepted the Parish Council’s offer to take over responsibility for quickly eliminating any offensive (or other) graffiti that may appear in the public toilets in future.  Aspiring “artists” may therefore wish to note that any efforts will be an even bigger waste of time and effort in future.

HIGHWAYS 

The Council noted assurances from Somerset Highways that remedial work was to be carried out to the poorly-executed resurfacing in Church Lane.  The Council will continue to monitor the situation.

 CHURCH LANE ONE-WAY PROPOSAL

The Council considered the results of the consultation exercise recently undertaken.  65 questionnaires had been  issued, and 25 households had responded in favour of the suggestion with 10 against.  A number of other related issues were also raised such as the possible implementation of parking restrictions along the affected length, the need for a lower speed limit than the 30 mph proposed, and the poor visibility at the Church Lane Corner/Brent Street junction.  After full consideration the Council decided to amend its proposal so that the suggested one-way section would only commence beyond the last of the garages in Church Lane (roughly opposite the church boiler house) and to submit it to Somerset Highways for consideration along with the results of the consultation exercise (including the subsidiary issues raised).  It will of course be for Somerset Highways to decide whther to take the proposal forward. 

SEWERAGE PROBLEMS, BRENT STREET

Further information had been received from Wessex Water about the steps being undertaken.  However, the Council remained unhappy about certain aspects of this issue and further assurances are to be sought. 

 GRANT APPLICATIONS 2005/6

Local organisation who wish to apply for grants from the Parish Council during the 2005/6 financial year are reminded that applications must be made to the Clerk to the Council (address below) to arrive no later than Friday 10 December 2004.  The Council Meeting to be held on 13 December sets the overall grant budget for the next financial year and once this has been done we regret that it will not be possible to consider late applications.

 Applications must be made in writing and must include brief details and costs of the project(s) for which grant is sought together with an indication of the amounts the organisation is raising from other sources, together with the name, address, and telephone number of a contact who can provide further information if required.  The Council reserves the right to ask to see a copy of the applicant organisation=s most recent Statement of Accounts and/or to ask a representative to attend a Council Meeting to answer questions on the application.

 NEW MEMBER

Members voted to co-opt Mr M Borland to fill the vacancy on the Council.

 PLANNING

Land south west of 2 Manor Ride: erection of detached dwelling [outline application]: to be opposed as in front of building line, poor access, affect on TPO trees, over development and loss of privacy.  

Eastern View, 191 Brent Street: erection of two storey rear extension, erection of detached building comprising ground floor  garage and summer house, three bedrooms and bathroom on first floor, to form ancillary accommodation, on site of existing garage (to be demolished): to be opposed as not subordinate to existing dwelling, over development and causing loss of privacy  

Apuljack, Burton Row: erection of three storey detached dwelling and detached double garage, demolition of existing garage and provision of access: to be opposed as partly outside the Development Envelope, over development of the site and 

inappropriate design for the location.
