NOTES FROM THE COUNCIL MEETING HELD ON 16 JANUARY AND 6 FEBRUARY 2006


FOOTPATHS AND BRIDLEWAYS

It was noted that various stile repairs etc had been completed.  Concerns were raised over the use of Crooked Lane by motorcyclists and the potential hazards this could cause to equestrian users.

 

VILLAGE GREEN AND VILLAGE MAINTENANCE

It was agreed to award the contract for village and Green maintenance (ie verge cutting and trimming, etc) to the firm who took over the work last year when the original contractor defaulted.  The price per cut remains the same as in 2005.  The contract for gang mowing the Green for 2006 was also awarded.

 

HIGHWAYS AND TRAFFIC SPEEDS

The Council noted that Somerset Highways had confirmed that repairs would be undertaken to some areas of defective surfacing which had been drawn to their attention.  Following the visit from the “Speed Visor” device when it was located in Brent Street the Council also resolved to request a further visit and to ask for it to be set up in Station Road.  

 

A correction is needed to the last sentence of the first paragraph of the “Highways and Traffic Speeds” section of the last Parish Council Report relating to traffic speeds in Burton Row.  This should of course have read “…a much better indication of the real scale of the problem would be obtained if the data for the 30 – 40 mph band could be split between those vehicles travelling at less than 35 mph…and those in the 35 – 40 mph range.”   The Council has now been advised that this split is available and the data has been promised, but not yet received.

 

The Council noted an advance warning from Somerset Highways of the planned two-week closure of a length of the B3140 extending either side of the S-bend between the old Kynos Kennels and the edge of Berrow.  The closure is for resurfacing work and is planned to start on 13 March.   The signposted diversion route for through traffic will be from East Brent traffic lights via the A370 and the A38 to Edithmead roundabout and thence via the Burnham Link Road, so the closure should not lead to greatly increased traffic along Brent Street.  

 

Finally, the Council remains concerned about several locations in the village where road frontagers have allowed hedges to grow right up to the edge of the carriageway, thereby causing a potential safety hazard to road users (particularly equestrians and cyclists if they are being overtaken or passed by motor vehicles).   All residents are asked to keep hedges etc trimmed to a reasonable distance back from the carriageway edge.

 

ANNUAL PARISH MEETING

All residents are invited to attend this year’s Annual Parish Meeting which will be held in the Parish Hall on Monday 24 April 2006, commencing at 7.30pm.  After the usual reports (with opportunities for questions) from representatives of the Parish, District, and County Councils there will be a presentation by Mrs Kim Prowse from Age Concern Somerset.

 

PLANNING

Dorin Court, 11 Brent Street : erection of a two storey extension and living accommodation within roof space to side (SW) elevation, and single storey extension to rear (NE) elevation: no observations.

Shrub Farm, Burton Row:  change of use of land from car park to residential cartilage: change of use to be supported as an improved appearance over the retention of the car park but recommendation made for a condition to remove permitted development rights (ie in respect of sheds or other outbuildings) from the area

 

The Council agreed the terms of statements to be made on its behalf to the Development Control Committee of Sedgemoor District Council when that Committee considered the application for the erection of a new bungalow adjacent to No 1 East Ride.  [Note: the Development Control Committee organised a site visit to the location and subsequently decided to refuse the application]. 

 

The Council also considered the consultation draft of the Sedgemoor District Council “Statement of Community Involvement in Planning” and decided to respond raising a number of concerns about the way in which information about planning applications is made available.
