 BRENT KNOLL PARISH COUNCIL MINUTES


Minutes for the Council meeting held on the 15th December 2008 in the Village School

1.         APOLOGIES:

            08/214 : Apologies from Cllr Borland and Cllr Freestone were noted and

            accepted.

 

2.         DECLARATIONS OF INTEREST:

 

            08/215 : Cllr Filmer on all planning matters prejudicial interest.

           

 

 

3.         PLANNING APPLICATIONS:

           

             08/216 : There were no planning matters for consideration at this meeting.

     

 

4.         FINANCIAL MATTERS

            08/217 :Precept Proposals for 2009/10 : Draft precept figures for the forthcoming

year. These were placed before members of the Parish Council. Version 2 of the draft which highlighted two matters for discussion.

 

            Grants to St Michaels Church for the grass cutting contract

            refurbishment budget for public conveniences.

           

            the Clerk produced a new contract received from the PCC of St Michaels Church

            which has increased to £3500. per annum. The previous contractor has failed to

            complete the work and a new contractor has been appointed. The meeting

            unanimously agreed to make the full grant with proviso  that the PCC ensure that

            the work is carried out to a required standard and is reviewed regularly.

 

            The public toilets need updating in the new year and some budget has been set

            aside from this years budgets but a further sum of £1,000.00 should be allocated

            to next years expenditure to ensure that the work is completed. £500.00 had been

            proposed in the draft. The new total of £1500.00 was agreed unanimously in the

            new budget.

                                                                                               

having looked at all of the proposals and budgets a precept level for the year

            2009/10 was agreed at £20,000.00. This level was unanimously accepted as a

            fair level taking into account a proper level of reserves set 50% of expenditure

            the members feel that a reduction of 30% in the precept level for this year reflects

its continuous efforts to control costs to the village.  

 

5.         08/218: The meeting was informed of the notice of vacancy issued for a Parish

            Councillor. A notice appears on both the village notice boards and a letter sent

            to Sedgemoor informing them of this action. There is now a period of 14 days set

            during which time members of the public can come forward with an application

            signed by 10 electors. Further discussions will take place in January.

 

6.         08/219: Meeting dates for 2009 A list of dates was given to members of meetings

            to be held in 2009. These dates continue as the first Monday for main meetings and

            two weeks later for provisional meetings to discuss planning and urgent matters

            only. The one exception is the May meeting which coincides with bank holiday and

            is therefore on the Tuesday.

 

7.         DATE OF NEXT MEETING:

            The next full meeting of the Parish Council will be on January 5th 2009
