NOTES FROM THE COUNCIL MEETINGS HELD ON 13 JUNE, 27 JUNE, 11 JULY, AND 8 AUGUST 2005

ANNUAL ACCOUNTS FOR 2004/5

In June, the Council unanimously approved the Annual Accounts for 2004/5 for submission to the external auditor: these have since been returned approved.

VILLAGE GREEN AND VILLAGE MAINTENANCE

The Contractor who had been appointed at the start of the year to undertake the maintenance of the Village Green edges and the various others areas of grassland and verges in the village abandoned his contract without notice at the beginning of July.  It took a little while to arrange a new contract (which is why some areas appeared slightly untidy for a time) but it has now been placed to run for the remainder of the year.

PLAY EQUIPMENT

The Annual Safety Report was received from RoSPA following their inspection of the play equipment.  Apart from a few minor maintenance issues no works were required to be carried out.

SPEEDWATCH

Discussions were held with members of the Speedwatch Group and with our local beat manager to try and ensure that the Speedwatch group received appropriate levels of police backup.  There is continuing concern about the ongoing problem of speeding in the village (and unfortunately the great majority of the offenders appear to be locals) and further measures will be kept under review.

PLANNING

Land to the south of Gifford House, Burton Row: erection of dwelling [outline application]: to be supported as lying within the Village Development Envelope and infilling an otherwise vacant site

Cadbury Cottage, Somerset Court: erection of single storey extension to west elevation [Planning and Listed Building applications]: no observations.

Laurel Farm, Burton Row: erection of agricultural building to form fodder store: no observations

Somerset Court, Harp Road: reduce crown of 7 Black Poplar trees by 50%: no objections provided in accordance with good arboricultural practice

Land south east of West Country Motor Homes, Bristol Road: change of use of grazing land to form additional hardstanding area for display of motorhomes: to be opposed as involving change of use of designated agricultural land; setting a precent for similar change of use of other such areas lying between the A38 and the M5, and increasing the amount of traffic U-turning at the Fox and Goose Junction

Land adjacent to Whitecross Farm, Bristol Road: erection of stables partly on site of outbuildings (to be demolished), use of land for exercising horses, and associated areas: to be supported as a change of use of redundant buildings, but concern to be expressed over the safety of the proposed accesses in view of the proximity of the A38 junction: equestrian use of alternative access to be recommended.

Ham Farm, Ham Road: erection of extension to agricultural buildings to form feed store: to be supported as good agricultural practice

13 Laurel Avenue: erection of two-storey side and single-storey rear extensions, including replacement of conservatory roof: no observations

Brent Knoll School: erection of a boundary fence to play area: supported as minimising nuisance to neighbours

The Loft, Burton Row: fell one Ash Tree within area G1: supported as permitting enhanced property security.

Morningside, Wick Lane: erection of detached garage/garden store: supported as assisting in the provision of off-road parking

Nightingale Farm, 102 Brent Street: erection of shed in rear garden [Listed Building Consent]: no observations            Shrub   Farm, Burton Row: change of use of stable/store to four holiday units: opposed as outside the Village Development Boundary, over-development of the site, and generating increased traffic which would need to emerge on Burton Row at a hazardous location near a bend

Nightingale Barn, Brent Street: retention of two rooflights in NE elevation, resiting of one ground floor      window and repositioned garage doors in NW and SE elevations [Planning and Listed Building Consent applications] rooflights opposed as detrimental to the appearance of the listed building and causing possible overlooking of neighbours, otherwise no observations

Hindaws, Station Road: alterations to roof and construction of dormer extensions to N and S elevations: no observations

Next Meeting: Monday 12 September 2005 in the School (but please check the Parish Notice Boards to confirm the venue)

Public Session 7.30pm, meeting commences 7.45pm
