 BRENT KNOLL PARISH COUNCIL MINUTES


 

Minutes for the Council meeting held on the 6th October 2008  in the School

1.         APOLOGIES:

           

            08/118 Apologies were noted and accepted from Councillor R Vohra and Councillor

            R Ibrahim.

 

 

2.         DECLARATIONS OF INTEREST:

           

            08/119Cllr Filmer all planning matters prejudicial and personal interest and grant

            Allocation matter and Cllr Jean Owen On Grant funding matter.

           

3.         CONFIRMATION OF MINUTES:

           

            08/120 Confirmation of the meetings held on the 1st September and 15th September

           

 

4.         ONGOING ISSUES:

           

            08/121 Footpaths : Nothing new to report at this time item on steps to Knoll to be

            covered under a later item.

             

 

            08/122 Highways : Some concerns expressed by members regarding signage in the

            Village particularly the 30 mph signs opposite Burton Row Farm. Another one on the

            A38 to Bristol at the end of Brent Street. The clerk was asked to contact SCC to

            Either re paint or replace these prior to the winter season. Further mention was

            Made regarding the gas box maintenance at the end of the village. Brent Garden

            Services have been awarded the job and will complete as and when they can.

 

            08/123 Village Green : The Council expressed their positive comments on the

            Cleaning of the play area surfaces and the Clerk will write to the contractors

            Expressing that view. There are continuing concerns regarding broken glass that

            Should be in bins but is often left on the floor. We need to tell the contractors that

            Glass on the floor should also be taken when recycling bins are emptied. There was

            A general view that the green was looking in good condition.

      

            08/124  Speeding : This is ongoing and members still concerns and the Council

            Are waiting on the outcome of the community grant meeting when lighted signs

            Have been proposed as part of the initiative budgets. It was also noted that at a

            Recent coastal cluster meeting there may be plans to re constitute the speedwatch

            Groups in the area.

 

            08/125  Public Toilets : The Parish Council is of the view that this facility is being

            Better looked after and generally in good condition. On the future and refurbishment

            Proposals the general view is that a small working party could be set up to do some

            Basic improvements re pointing etc. A suggestion was put forward to remove a wall

            Between the toilets and hall as it serves no real purpose.

            08/127 Autistic Society requesting up date on Harp Road foot path ( ongoing issues)

 

            08/128 Driver awareness courses ( posters to be placed on notice boards in village)

 

            08/129 Road closure plans Brent /Road and Ham Road ( Superceded by new

            List delaying this until February 2009)

 

            08/130 Road Closure Harp Road ( information for members)

 

            08/131 Letter from local resident re village green incident ( letter of reply to

            Resident ( detailed in matters of consideration)

 

            08/132 Devolution of Services in the County ( agreed to be on next agenda )

 

            08/133 Council question time style events across Somerset ( for Information)

 

            08/134 BT Payphones consultation updates ( for Information)

 

            08/135 Rospa report of the Green ( agenda item for November highlighting any

            Issues of concern)

 

            08/136 Membership application requests for standards committee ( The meeting

            Unanimously supported Councillor Osborn for this and Clerk to complete

            Documentation by 27th October 2008)

 

            08/137 Local survey into village services to be on next agenda

 

            08/138 Planned works in Sedgemoor highlighted for information to members

 

            08/139 British Energy events in the area and dates for information.

 

 

6.         FINANCE AND TO APPROVE PAYMENTS:

 

            08/140 :Sedgemoor District Council Business rates for Sept           £ 54.00

                        Clerks Salary for October  2008                                          £ 369.74

                        Tax and Ni Payments for October                                         £95.25

                        Brent Garden services payment for October                         £225.00

                        Clerks Expenses and allowance July- Sept 2008                  £349.84

                        Moore Stephens Audit costs                                                 £364.25

                        Keep it clean ( village green maintenance)                            £120.00

                        2nd Installment St Michaels grass cutting grant                    £1000.00

                        Grant payment agreed to school                                            £150.00

                        Grant Payment agreed to Parish Hall                                     £500.00

                        Grants to CAB/ Victim support /Air ambulance                      £50.00  

                        Chairman annual allowance                                                   £50.00

                                                                       

 

It was unanimously agreed to make the above payments on behalf of the

            Council.

 

            As part of the audit monitoring proposal the clerks detailed expenses sheet will be

            Examined by Cllr Evans to comply fully with internal controls.

 

7.         PLANNING APPLICATIONS:

 

            08/141 07/08/00024 Coppins Burton Row Erection of rear conservatory. The Council

            Unanimously agreed to make no observations.

 

            08/142: 07/08/00015 Wyevale Garden centre amended plans to south west

            Elevation . The Parish Council supported the application on the same terms as

            The previous plans. 7 Councillors voted in favour and 1 against the proposals.

 

8.         MATTERS FOR CONSIDERATION:

           

08/143: Community grants initiatives. There is a further meeting of the Brent Division on 15th of October at East Brent to make final decisions on the allocation of grants for this project. The National Trust have visited the site and will make a small grant available probably in the next financial year. The Parish Council are trying to obtain final costings on the footsteps to the Knoll project from the Footpaths officer of SCC. This is an ongoing matter. It was further decided that hand rails were not required as part of the project.

 

08/144 Incident on Green ( letter from Resident) It has been reported that a child fell on the green during play in September and the Parish Council received a letter from the childs parents indication some damage to clothing etc. The Council unanimously decided to reply with details of the Safety steps that the Council take as a matter of compliance to health and safety legislation. We have recently had an annual inspection which gave the surfaces on the new play equipment a clean bill of health and in addition the Cleaning of the areas after summer has been undertaken.

 

08/145 Damaged Fencing at the rear of the Village Green :Arrangements have now been made for a site meeting with the owners of St Michaels House to reach a

solution to the problem of spoil heap and damaged fencing. Councillors agreed that some members should meet as a matter of some importance.

 

08/146 Lines outside School : Concerns over the safety of large vehicles coming out of church lane improvements and small extension to the Zig Zag Lines would give greater clearance and therefore be safer. There is also concerns at the exit of

Battlborough lane. The clerk will write to Highways and suggest a visit to the village to discuss these and other highway matters.

 

08/147 Concerns over Post Office Open Hours There has been some change in the opening hours of the village Post Office in recent weeks. Some clarification is sought from the Post Office on hours and to stress the importance of our Village Post Office to the community. Contact will be made via letter and telephone.

 

08/148 Environmental health issue East Ride  Local residents have written to Sedgemoor District Council regarding the number and condition of animals being housed in an East Ride property. There was a concern expressed by a number of councilors regarding the responsibility of the environmental health department to respond to this issue which they have not done. It was unanimously agreed to contact SDC and get clarification on action they are proposing to take.

 

08/149 Request for Christmas Tree and carols. The Council have received a request to place a Christmas Tree on the village green and to hold a carol service prior to the festive season. The tree will be left over Christmas. The Council agreed unanimously to this proposal and wished the event success.

 

9.         MATTERS OF REPORT:

           

            08/150 Chairman : One letter had been received from PTA with regard to the

            Lighting of a bonfire It was also reported that the police box on the Asda car park

            Has an 0845 number which costs more to use a question was asked why?

 

            08/151 Clerk It was reported that the large banner sign on the front wall of Tapoles

            In Brent Street had now been removed.

 

            08/152 Members It was reported that a 2 page document/template had been found

            Which will be edited down regarding zone 3 flood risk assessment more on this in

            future

 

10.       DATE OF NEXT MEETING:

 

            The next full meeting of the Council will be on Monday 3rd November  with

            provisional meeting dates on October 20th  the Village School

            (Provisional meetings for planning and urgent matters only)
