 BRENT KNOLL PARISH COUNCIL MINUTES


      Minutes for the Council meeting held on the 5th January 2009 in the School

1.         APOLOGIES:

           

            08/220  Apologies were received and accepted from Cllr Jean Owen and Cllr Helen

            House

           

 

2.         DECLARATIONS OF INTEREST:

           

            08/221 Cllr Filmer on all planning matter prejudicial Interest and Personal Interest

            Item concerning Battleborough Lane issue.

           

3.         CONFIRMATION OF MINUTES:

           

            08/222 Confirmation of the meetings held on 1st December and the 15th December

            2008

           

 

4.         ONGOING ISSUES:

           

            08/223 Footpaths : The work is now nearing completion for the Knoll Steps project

            Members were keen to arrange some kind of publicity and opening celebration in the

            Near future.Concerns again over an area known as the jungle where it is now diificult

            For those who ride horses to negotiate the pathways. A letter will be sent to Chris

            East at SCC

           

            08/224  Highways : A meeting has been arranged with our local MP for discussions

            About the way forward concerning the verge modification proposal in Brent Street. It

            Was noted that this action has been taken to further highlight the safety issues and

            Lack of support from the County Highways in this matter. Speed indicator devices

            Have been in the village recently under plans discussed last year. Members are

            Concerned at the frequency and also how other council areas have appeared on

            The schedule listing a letter will be sent to Alan Ham County Councillor

 

            08/225 Village Green : Clearly wet at present and also frozen during recent times it

            Was agreed to write to a local contractor to obtain quotes to remove the spoil heap.

            It was also agreed to look at goal areas on the green in the future and perhaps

            Replace with a safety plastic goal structure.

 

            08/226 Speeding : As always and ongoing concern for the Parish Council and the

            Speed indicator devices will only serve to improve awareness in the village.

             

  

            08/227 Public Toilets : This facility seems to be ok at present time and a proposed

            Minor refurbishment will take place in 2009.

 

5.         CORRESPONDENCE:

 

            08/228 : Signage letter from the County ( To be included in circulation box)

 

            08/229:  Letter from local resident re  safety issues in Church Lane

 

            08/230-: Letter from local resident re speed watch in the village

 

            08/231:  Notification of road closure on B3140 20th Jan 2009

 

            08/232:  Up date on Parish Council Vacancy

 

            08/233 : Proposals for mental Health services in the area ( To be included in box)

 

            08/234 : Letter from local resident re road surface issues in Battleborough Lane

                          ( reply to be issued via Somerset County Council)

            08/235 : New legislation regarding the freedom of information act ( more later)

 

 

6.         FINANCE AND TO APPROVE PAYMENTS:

 

            08/236 :

                           Clerks Salary for                           January 2009              £ 369.74

                           Clerks expenses for period           Oct –Dec 2008              £ 295.79

                           Tax and Ni Payments for              January 2009               £  95.25

                           Brent Garden services payment for January 2009             £100.00

                           Somerset Playing Fields Subscription 2008/9                   £10.00

                           N Power energy account for two quarters                         £83.41

 

 

            These payments were approved by the Parish Council and it was unanimously

            Agreed to pay them as listed above.

 

           

            08/237: The agreed precept proposal of £20,000 for the year 2009/10 has been

                         Formally submitted to Sedgemoor.

 

 

7.         PLANNING APPLICATIONS:

 

            08/238 : There are no planning applications to consider at this meeting

 

            08/239 : Consideration ( Tree preservation order regulations 1969 to fell red

            Maple Tree suffering from Honey Fungus at Hill House  Battleborough Lane. The

            Parish Council made no observations to this application.

           

 

8.         MATTERS FOR CONSIDERATION:

           

 

08/240: Brent Garden Services quotation for forthcoming year. The quotation

As last year and was unanimously approved.

 

 

08/241 :  Letter to be sent to local contractor for work to be done agreed by members. 

This relates to the Village Green spoil heap and broken fence.

 

 

08/242 : Annual Parish Meeting date set for the 21st April 2009 with a speaker from

Victim support. It was agreed by the meeting that the speaker should be asked to talk 

prior to the business side of the meeting. Further discussions on the format

Of the meeting should take place at the March Council Meeting.

 

08/243 : Possible move by Clerk. This was discussed by the members and the Clerk

Stated that he would be pleased to continue to serve the Council.

 

08/244 : Parish Council vacancy. No applications have formally been received at the

Time of the meeting the period ends on Wednesday 7th January. The Parish Council will 

then decide to consider the issue of co options.

 

08/245 : The appointment of Alan Matthews as our internal auditor was unanimously

Agreed for the second year.

 

 

9.         MATTERS OF REPORT:

           

08/246 Chairman :  Nothing to report

 

 

            08/247: Clerk : Nothing to report

 

            08/248: Members :  A concern over dog fouling and litter in our village has caused

            Some concerns and this will be the subject of a request in the BKN

 

 

10.       DATE OF NEXT MEETING:

 

            The next full meeting of the Council will be on Monday 2nd February 2009  with

            provisional meeting dates on January 19th 2009   the Village School

            (Provisional meetings for planning and finance matters )
