CONFIRMATION OF MINUTES:
08/155 Confirmation of the
meetings held on the 6th October 2008 these were

ONGOING ISSUES:
08/156 Footpaths : There are
some issues regarding over grown scrub causing
Problems in West Road in bridleway and In Crooked Lane / which will be
reported
to Chris East of SCC. The chairman also reported that he had been
requested to
complete and up to date rights of way survey.
08/157 Highways
: It was reported that some of the drains in various locations in
The village have orange lines painted around them. This is in preparation
for work to
To be completed by the water authority. The Council is concerned that
there are a
Number of issues outstanding in connection with contacts with Liam Gill.
These
Matters include the verge modification proposals in Brent Street and a
letter that
Was sent during the summer. There are also road marking issues and
signage re
Painting requirements. The Clerk will contact Liam Gill and update the
Council at
The next meeting.
08/158 Village Green : Concerns
were expressed about the gang mowing on the
Green leaving debris on the new tiled play surface. Contact will be made
to SCC and
Request that a clearance job is completed after mowing to prevent the
surface
Becoming slippery and unsafe. Major concerns exist still with regard to
the recycling
Areas which are still not being emptied and are over flowing. It was
noted that some
Doubt as to the future of this facility is apparent across the country as
contracts
Come up for renewal and the Parish Council will continue pressure of SDC
for more
Urgent attention to this matter
Two
members of the Council and the Clerk met with the owners of St Michaels
House to resolve the issue of the rubbish Heap at the rear of the green
causing
Problems with the fence structure. It was reported that a resolution had
been made
And that quotes for the work are being sought.
08/159 Speeding
: There have been no new issues in this matter other than the
Re introduction of speedwatch group. There have been meetings with the
Police
With a view to using new equipment on loan. The group however, does need
more
Volunteers to help in this work and the Parish Council will pass on any
names of
Interested persons to the co- coordinator.
08/160 Public Toilets : A
small working group will be set up to look at ways to
Improve this important facility. In general there have been very few
problems apart
From a person who had been sleeping in the gents in the recent past. The
toilets are
Locked up after 6pm to avoid a repeat of this 5.

Wessex Water regarding council concerns about
Sewerage capacity in the light of an application by Wyevale Garden World
Expansion Plans, The Council are satisfied that work done in very recent
years

was unanimously agreed to make the above payments on behalf of the
Council.

PLANNING APPLICATIONS:
08/172 07/08/00025 Wyevale
application to erect a circus on their grounds during
November and December. The Council made no observations to this proposal
Other than to ask planning authority to ensure that any time frame
requested is
Met and in 2008 the Circus remained in position until March. Also
clarification that
The circus was a sensible distance from the Adjoining bungalow.
08/173: Planning approval
updates given to the Parish Council for Holywell Nursing
Home extension. This has been granted by SDC .
Also Southolme in Station Road for a replacement Pitched roof has also
been
granted 8.
MATTERS FOR CONSIDERATION:
08/174: Community grants initiatives.
The Council have now had a firm
estimate for
the project to provide steps and hand rails to the Knoll. This has been as a
result of
a community grant budget which the Council sought at recent meetings competing with
other projects. 50% of the costs will be met by SCC and the remainder from the grant fund. The total cost of the work is to be £9700.00 and will be started in December. The
go ahead for the work was approved unanimously by the meeting. 08/175 : The
rear of the village green needs replacement fencing and debris Removal.
As a result of a successful meeting with the Owners of St Michaels House The Council will be seeking a cost estimate for the work this process was agreed by the
meeting unanimously. 08/176
: A recent Rospa report was discussed by members and thou’ a few small low
risk items were identified it was felt that the report concluded a safe
environment on the play equipment on the village green. The meeting decided to
send a copy of the report the to Council Insurers for full compliance. 9.
MATTERS OF REPORT:
08/177 Chairman : It
was reported that a concern about Setter dogs had caused
concern to some local residents but it was further noted that the owners
had agreed to make every effort to keep the animals under control. The chairman
also noted that wreath
for remembrance Sunday would be sought from the usual source.
08/178 Clerk: A housing
consultation was to take place in Taunton on the 26th
November looking at future housing in the county.
08/179 Members : Members
were told that some of the green waste bins had been
causing some problems as they were being left in awkward places after
emptying.
also there had been an outbreak of graffiti in Lympsham which it was hope
would
not extend to our village.

The next full meeting of the Council will be on Monday 1st
December with
provisional meeting dates on November
17th the Village School
