 BRENT KNOLL PARISH COUNCIL MINUTES


Minutes for the Council meeting held on the 1st September 2008 in the Village Hall

1.         APOLOGIES:

           

            08/88 Apologies were noted and accepted from Councillor  R Mills-Roberts

 

 

2.         DECLARATIONS OF INTEREST:

           

            08/89Cllr Filmer all planning matters prejudicial and personal interest on a

Planning enforcement issue.

           

3.         CONFIRMATION OF MINUTES:

           

            08/90 Confirmation of the meetings held on the 18th August was

            agreed by the meeting.

 

4.         ONGOING ISSUES:

           

            08/91 Footpaths : A question was raised regarding the safer routes to school

            with reference to letters sent in connection with verge modification proposals.

            It was noted that Albert Ward had been off on sick leave recently but follow

            up to Liam Gill will be made.

 

            08/92 Highways : It was reported that an accident occurred in Brent Street

            near the hairdressers last week causing damage but no injuries were caused.

 

            There have been complaints with regard to Sedgemoor Grass Cutting in

            Manor Ride area where grass cuttings have been left causing a mess to

            local residents. The Clerk was asked to write a letter asking for more care

            to be exercised after the job had been completed.

 

Councillor Filmer left the meeting prior to these discussions due to  personal  And prejudicial Interest.

            Following up on a previous meeting there was concern that the Tadpoles

            Business in Brent Street is still displaying a banner which is contrary to

            Planning application and would require an enforcement notice by Sedgemoor.

 

            08/93 Village Green : Concern raised by members about safety surfaces that

            have become very slippery and potentially dangerous. It was unanimously

            agreed to get a suitable contractor in to power wash using the appropriate

            chemicals to remove the algae from these areas.

            

 

            bottle banks and recycling bins continue to be a source of some concern

            In spite of the many requests by members and the Clerk and numerous

            emails these bins are still over flowing providing a potential health and safety

            risk. A letter is to be sent by the Clerk stating our concerns.

 

            It was reported that there is a break in the fence to the rear of the toilets. Also

            concern about floating benches on the green which need to fixed for security.

            There is also a blue sign that requires replacement.

 

            The Clerk read a letter that was sent to St Michael’s House regarding on

            going concerns about a damaged fence and rubbish heap at the rear of the

            village green. The owners have been given a letter from the Council and

            responded by further confusion as to the ownership of the land in question.

            the Parish Council have decided to obtain a copy of the title deeds and then

            to arrange a site meeting to clarify the position.

 

            08/94 Speeding : The County Council has been asked to update and repaint

            the roundels in Brent Street are to be painted and added to where

            appropriate to enhance the markings on the road.

 

            08/95 Public Toilets : The Parish Council have been given some general

            costing estimates for demolish and rebuild of this facility together with

            possible changes to the type of facility. The super loo pre fabricated idea

            has been costed. It was decided at the meeting that the members of the

            council should visit the site and put forward ideas for refurbishment to a

            standard that is cost effective and suitable.

 

5.         CORRESPONDENCE:

 

            08/96   Rightside Health and Safety Seminar in September. This is an

            opportunity to learn about the right approach in the management of play

            facilities in village greens.

 

            08/97 Road Closure information due to culvert repairs in Ham Road

            Brent Road notified as November 3rd for 6 Weeks.

 

            08/98 Victim Support request for ongoing funding support the Council will

            put the request on file for further consideration.

 

            08/99 Notification of Red Telephone Box closures. The list provided did not

            Include any in our Village boundary. But the Parish Council realized its need

            to remain aware of future decisions in this regard as more closures may

            come.

 

            08/100 SALC Annual meeting September some members already attend.

 

6.         FINANCE AND TO APPROVE PAYMENTS:

 

            08/101 :Sedgemoor District Council Business rates for Sept             £ 54.00

                        Clerks Salary for September, 2008                                        £ 369.74

                        Tax and Ni Payments for September                                       £ 95.25

                        Brent Garden services payment for September                        £ 225.00

                        Reimbursement of expenditure maintenance                            £ 6.98

                                                                                

It was unanimously agreed to make the above payments on behalf of the

            Council

 

7.         PLANNING APPLICATIONS:

 

            There were no applications discussed at this meeting

 

8.         MATTERS FOR CONSIDERATION:

           

08/102 Gas box maintenance in Brent Street . It was decided that the chairman would 

meet with contractor to detail exactly what work was needed and the meeting further 

decided that an amount up to £50.00 would be acceptable without further recourse 

to Council Meeting.

 

08/103 Community grants initiatives. The local initiatives in the Brent Division have put 

forward the Knoll Steps improvements as a local project. The Parish Council will be 

seeking further financial support from Viridor and the Nuttal Trust together with 

potential grants from National Trust. A meeting with the Trust has been set up for 2nd 

October and the next local initiatives meeting is at East Brent on the 15th October 2008.

           

 

9.         MATTERS OF REPORT:

           

            08/104 Chairman : nothing to report

 

            08/105 Clerk        : Nothing to report

 

            08/106 Members :  The matter of Fireworks in the village was raised by

            members and asking for any displays or large gatherings to be notified to

            the Council so that nearby residents can make the appropriate plans for

            pets etc

                                               

10.       FURTHER MATTERS TO REPORT:

 

            No Issues

 

11.       DATE OF NEXT MEETING:

 

            The next full meeting of the Council will be on Monday 6th October with

            provisional meeting dates on September 15th  the Village School

            (Provisional meetings for planning and urgent matters only)
